SIPOC is a Define-phase deliverable
In Lean Six Sigma, improvement projects follow DMAIC: Define, Measure, Analyze, Improve, Control. SIPOC is a core deliverable of the very first phase, Define. It gives the team and its sponsor a one-page, agreed view of the process the project will improve.
SIPOC lives in Define. It answers "what process are we improving, and where does it start and end?" before any data is collected.

Why the Define phase needs SIPOC
The Define phase exists to answer three questions: what problem are we solving, what process is involved, and who cares about the result? A project that skips a clear scope tends to sprawl - the team collects data on steps that turn out to be irrelevant and argues about boundaries during Measure.
SIPOC prevents that. Because it names the suppliers and customers explicitly, it also surfaces the stakeholders who should be consulted and the voices whose requirements matter. It is deliberately high level - 5-7 process steps - so it takes a workshop of an hour or two, not a week.
How SIPOC connects to the charter and CTQs
SIPOC does not stand alone. It works with the other Define-phase artifacts:
Project charter
The charter states the problem, goal, scope, and team. SIPOC gives the charter its scope teeth - the Process column defines the exact start and end points the charter refers to. When someone asks "is that step in scope?", the SIPOC answers it.
Voice of the Customer & CTQs
The Customers column of SIPOC tells you whose requirements to gather. Those requirements become Critical-to-Quality characteristics (CTQs) - the measurable attributes of the outputs that matter to customers. SIPOC identifies the customers; CTQs make their expectations measurable.
Outputs as measurement targets
The Outputs column feeds directly into the Measure phase. Each output is something you can attach a metric to (cycle time, defect rate, cost), which is where the project's baseline data comes from.
"Treat the Customers column as your CTQ shopping list. Every customer you name is someone whose requirements you owe yourself an interview about. Miss a customer in the SIPOC and you will miss a CTQ - and discover it painfully in the Control phase."
From scope to measurable improvement
Once Define hands over a clean SIPOC, the team drops into a detailed map of the in-scope steps to find where defects and delays actually occur. This is where SIPOC connects to the wider improvement toolkit: it tells you which part of the value stream to zoom into, so you can decide what to standardize, what to automate, and what to measure before and after.

Common pitfalls
Turning SIPOC into a process map
The Process column is for 5-7 steps, not a detailed flow. Detailed mapping happens later, once scope is agreed. If the column overflows, the project scope is too wide.
Building it alone
SIPOC is a team exercise. Its whole value is shared agreement on scope. A SIPOC drawn by one analyst in a corner does not build the consensus the Define phase needs.
Ignoring the customers column
If you rush past Customers, you will not know whose CTQs to gather. That gap shows up later as a solution that improves the wrong thing.
Never revisiting it
If Measure or Analyze reveals the real problem lives outside the original scope, update the SIPOC and the charter together rather than quietly drifting.
